The Experienced
For experienced makeup enthusiasts, you can enjoy a liquid liner with a brush that allows for freedom while drawing.
The Amateur
If you're just starting out, skip everything else in favour of a stamp eyeliner. It includes a stamp with a pen liner to get the perfect wing and fill in the gaps without stress.
The Groundwork
When practising, you'll realise that even before drawing you will need a spot to steady your hands; either resting on your face or with your elbows on a surface.

The Technique
Begin by drawing the wing in short strokes at the end and later joining the line from the lashes to it. That is the best way to create the look proportionately.

Finishing Off
Once you're done, see if both eyes are equally winged. If not, use a cotton bud with makeup remover to only dab off the wing and start again.

For Some Drama
Winged eyeliner is statement-making and complete in itself but for added drama, you can try double lines, rim your lower lashline with coloured liner or go for a full-blown eyeshadow look.
